Yes, a foreigner can own Mexican property. People have been under the mistaken impression that they couldn’t own property in Mexico because of wording in the Mexican Constitution. This particular wording states that foreigners must not own property within a determined number of kilometers from the country’s coastlines and borders. But, people who have obtained Mexican property have done so by signing a lease for it; they have also obtained property by assuming the identity of a Mexican national by paying a fee. It was not a reliable system for those involved. For this reason in 1970, it was reformed. The Mexican government wanted to increase tourism and foreigners’ ability to invest in Mexican real estate opportunities; they changed the regulations, but they didn’t touch the Constitution.

For the purpose of allowing foreign investment, the government set up a system that would allow foreigners to own property through a trust that was based on paying a fee.
